RETURN OF RESERVATION

This morning , a 10 year old boy from my neighbourhood , walked into my house , and said , “ Uncle , I want to write a letter to the Railway Minister Laloo Prasad Yadav , will you please help me out .” I wondered whether this kid had seen today’s news report about the theft of a Padma Vibhushan medallion from the President’s Personal Assistant , who was going to deliver it to an ill recipient . The incident happened inside the Farraka Express . Maybe the kid wanted to write about the great shame and request the minister to improve safety inside the trains.
Or maybe he had seen Laloo perform along with other kids in a reality show and had become a fan of his , as indeed the Americans have , where these famous institutes keep inviting him to deliver lectures .
Intrigued , I asked him about the contents he wanted to communicate.The kid answered , “ I saw a photograph in the news papers a couple of days back , where some people in turbans and women invisible in their ghoonghats were removing Railway tracks .”
I enquired whether he knew the reason behind this act .The kid replied , “ Yes , because they are not getting reservation .”
Impressed with his social awareness , I made further enquiries , “ So what will Lalooji do about it ?”
The young guy looked at me incredulously , and said , “ Well I told you na , they are destroying national property because they are not getting reservation . Lalooji being the railway minister could run more trains in the area , add more bogies to the existing trains , so that everybody gets reservation in trains and can travel. This way the railway can earn more revenue by cheating people through the TATKAL service and national property is also saved . So you see everybody is happy .”
Bewildered by his interpretation , I enquired , “ Son , you know what reservation is ?”
“ Yes , uncle , you take reservation so that you get a reserved berth while travelling in a train . Although I think this rule does not apply in Bihar and U.P , where unauthorised people make the reserved persons stand up and take the berth themselves .”
My apprehensions about this kids intelligence disappeared immediately .
Feeling smug , I said “ Your definition about reservation is correct , but these guys were not protesting about Reservations in trains , but Reservations in education and jobs.”
Now it was my young friend’s turn to develop apprehensions about my intelligence . “ Uncle , please explain in detail.”
Explain !!!!! How do you explain something which you yourself are not convinced about .
But having advanced so far , I could not possibly back out.I began , “ Son , Reservations in education and jobs is similar to reservation in trains , except that here you do not reserve berths , but reserve seats in a college and posts in employment on the basis of caste . For example out of 100 seats in a college , you reserve 15 seats for the Scheduled caste (SC) , 7.5 seats for Scheduled tribe (ST) and 27.5 seats for Other Backward Caste (OBC) .” The same applies for jobs in the Government sector too .
“ Caste !! What is that ?” The young man was puzzled , “ I thought all of us were Indians ?”
I was taken aback by this question . Is the kid naïve or what , we are Indians only on the 15th of August and 26th of January , and even half of India ( North East , Naxalite infested areas , Kashmir ) is not Indian even on that day .
Not knowing how to answer to this kid , I decided that silence was the best option under the circumstances . I was not interested in explaining the semantics of Nation State and all such gibberish stuff .
But kids these days , I tell you , are persistent with their queries .“ Uncle , tell me na , what is a caste ?”, the kid persisted .
I was in a soup . How do you explain something which you do not yourself know . I mean , I have never even tried to find out what does the word ‘ Caste’ itself means . Maybe as adults you accept certain things as fait accompli and que sera sera . But here I was, being forced by a kid to enter unchartered area . Now I know how Indiana Jones felt when he entered the Temple of Doom .
Drawing on all the powers of confusing people , I mumbled , “ Er , caste is something you are automatically born into . You are a certain caste the moment you are bought out from your mother’s womb .”
“ I thought we were all born as human beings ,” the kid replied without batting an eyelid.
My mind was now in a tizzy . The kid now seemed like devil incarnate . I should have immediately written his letter , rather than getting into this , I thought .
“ Yes , Yes , but caste decides as to what kind of human being,” I was now getting confused myself .
Sensing my predicament , the kid eased off on the definition bit .“ OK . But my teacher was telling me that according to our Constitution there is no discrimination on the basis of race , religion , caste and all citizens are equal ,” the kid went on .
Teachers , I tell you , why can’t they let kids be kids . Why tell them something which they themselves know is fiction . Chances are that the person became a teacher because reservation blocked all avenues .
“ Yes , that is right , but there is a small difference for reservation which is a special scheme to make up for centuries of oppression on the underprivileged .” I remembered Barkha Dutt saying so, on Television .
“ Ok , but do two wrongs make a right ,” said the kid .By now I was convinced that this guy had the potential to become a great defence lawyer . His ability to grill for information , create chaos in the mind of the opposition was amazing .
“ Uncle , could you tell me about this case in brief , as I read that a number of people had died in the violence and that they had blockaded the capital New Delhi .”
At least the guy was digressing from sensitive issues , I thought and encouraged him further , “ Yes, something else ?”
“ Why are rail lines uprooted and trains stopped from moving?”Clearing my throat like a tenor ,I began , “ The Gujjars who are already under the category of OBC are now demanding the status of ST , which had been promised to them by the C.M. Vasundhara Raje during her election campaign . They are led by Col. Bainsla , and since the Govt. is dithering over the issue , they have started a violent agitation . The people have been killed in police firing and some policemen have also died . In order to make the Govt yield to their demand , they are not cremating the dead bodies and are further uprooting rail links . The Gujjars blockaded the capital to pressurise the Central Govt . The Congress M.P. Sachin Pilot has demanded the resignation of the Rajasthan Govt . on ‘moral grounds’.”
I felt elated over my general awareness .
It was the turn of the kid to look confused . I was now looking towards a peaceful afternoon.
“ But why do the Gujjars want to become S.T , if they already have the benefit of reservation as OBC ? My teacher tells me that the aim of every individual is to move forward in life , and not backwards . Why are they degrading the dead by not cremating them ? Why did the C.M make a promise she could not keep ? My teacher tells me that one should not make a promise one cannot keep . Does Sachin Pilot want the Gujjars to be given SC status or not ?”
Does this kid think that I am a politician or what , so that I know every answer . And the teacher , I wish I could meet up with the guy . The way he is teaching , these kids will end up pretty confused once they grow up and see the reality in this country .
Finding no way out , I continued , “ Gujjars want ST status because once the JATS were given OBC status in 1999 , the Gujjars feel that they may be marginalised by the Jats who are superior in Economic and social status . The C.M made a promise only to buy some votes , which I must tell you is a reality in this country . As for Sachin Pilot , he has not gone on record as to whether he wants ST status for Gujjars or not .”
“ If Jats are superior in social and economic status , why are they given reservation ? So why are Gujjars not being given ST status ? Should a person who lies hold such an important post ? Should Sachin Pilot be not prosecuted for fuelling fire ? If reservation is such an essentiality why not provide it poor people and the really downtrodden , irrespective of caste ?”
The kid had remarkable resilience . I tell you .My answer bank was drying up. Being a typical Indian middle class man I was used to taking up politically correct stands and this was getting uncomfortable . I had stopped talking and thinking about issues such as reservation , appeasement , nationalism et al , ages ago . Now this young guy was driving me into dangerous waters .
“ The Gujjars are not being given ST status because that sector is dominated by the Meenas , who make up the majority of the bureaucracy in India . You take up the list of any Govt. sector and you see the predominance of the Meenas . Both the Central and the State govt feel that antagonising them by increasing another caste in SC category might invite an even more serious backlash . And son , as you will realise later on in life , no influential person in India is ever prosecuted .”
The kid was not finished , “ If the Meenas have advanced so much in life , why are they still getting reservation ? Isn’t there rule of law in India ? Why are the influential not prosecuted ?”
The kids pursuance reminded me of the movie Godzilla , where the fictional character pursued its victims incessantly . “ Maybe Godzilla was not fictional” , I said to myself .
“ Uncle , my teacher told me that Mahatma Gandhi withdrew the disobedience movement because of the Chauri Chaura incident and his non violent methods were instrumental in driving the British away . What happens when a person who is Gujjar is going to appear in an interview , when the rail lines are uprooted or for that matter a Gujjar patient is being taken to a Hospital in an emergency . Will getting the ST status help the aspirant for the missed interview or the man if he dies , untreated ? How does harassing the common man , who may belong to any caste, help in such causes ? How does blockading or uprooting rail routes and highways , which are the lifeline of the nation help anybody . Do we survive , if the nation as such ceases to exist ? Why cannot the Govt ensure quality primary education to all , free of cost to everybody irrespective of religion , race, gender, caste , instead of investing heavily in I.I.T’s , I.I.M’s , so that everybody attains the same level of knowledge . Why doen’t the Government act like the Government ?”
“ Is this what you are going to give us in inheritance , Uncle ?”
Kids being kids , the young lad suddenly switched on the Television set . There in front of us were hundreds of well groomed youths burning vehicles , pelting stones on the Police and creating mayhem .

The kid asked questions that have been in my mind too...honestly. Poor guy he did not know that none of us have the answers to these, also unlike him we have stopped to ask questions too. When we run workshops etc (as a part of our occupation) we tell people "this needs to be an interactive process, so please speak up...no question is too stupid". Well, obviously that's something none of us believe in real life isn't it?! We take things lying down...and hope that the kids will stop wondering about what's wrong with the world and with older people! And as time passes they do stop, since they all need to put their brains into getting through competitive exams and all...and then earn money...and all the rest. But well the questions remain don't they? And they all go unanswered don't they? As they say, even god says - ask and you shall be given (in this case answered). But we stop asking? And thus there is no need to answer. So well what that kid asked, even I'd like to know...and maybe I shall start asking around myself.

Just as you have asked through the kid!

Recently I came across a Medical Term DIC or Disseminated intravascular coagulation ,which is a pathological process in the body where the blood starts to coagulate throughout the whole body. This depletes the body of its platelets and coagulation factors, resulting in the paradoxic situation in which there is a high risk for simultaneous catastrophic thrombosis as well as massive hemorrhage.
It may start as a result of sepsis or trauma or some other pathological condition. In Medical Fraternity DIC is also konwn as "Death Is Coming", becuse any one diagnosed with DIC is sure to die.
With this Medical Background I come to your post "Return of Resrvation". Don't you think that all this reservation/secularism etc have actually acted as inducing agents of DIC in the health of nation where Thrombosis and Hemorrhage are going side by side. Now a situation has come where if you try to inject a medicine for dissolution of clots you actually end up increasing the hemorrhage and vice cersa. The nation is slowly dying and Death is Certain (DIC).

These are unanswered questions,all answers lies with the politicians of today.From v p singh to Arjun singh in this case even Vasundhra,they cannot help it because they are interested only in votes at any cost( Be it at the cost of the nation) ,with votes comes power ,who cares about the nation....aise hi chalta hai Bharat mein,shamenful,disgraceful

Kya is imaginary kid ka koi surname tha?(certainly unreserved class ko belong karega warna yanhan "kon rota hai kisi ki baat per galib ;har kisi ko apni hi baat ka rona hai".ye complan peene wale ,manhge schools me padnewale ,water purifier ka pani peenewale eise hi sawal pochte hain.kyonki inke father ko koi baans se bandh kar peet kar marta nahi ya mar dalta nahi ,kyonki ye raat ko teen baje uth kar chai ki dookan per kaam nahi karte .India ke sawalon ka jawab Bharat ko dena pade to mushkil hoti hi hai.

Anonymous sir , please do not divide the kids on the basis of surname atleast . The issues raised in this thought provoking piece need to be addressed . How many of the genuine SC ,ST,OBC people have benefitted from reservations . All the benefits have been hogged by the politicians , bureaucrats and the rich among the reserved categories . Isn't it a farce that Ramadoss claimed the benefit of reservation when his father was a Member of Parliament . Why did he not let a genuine category student take benefit . That way another student and his family would have been uplifted . And that student could have been one who wakes up at three in the morning and makes tea in a shop , rather than a M.P's son . And by the way why do the Meenas oppose the entry of Gujjar's into SC category? Simply a case of the cake getting small .

Your profile is great, as I am reminded of those agony aunt columns where people's identity is as anonymous as their pains. Not belittling you honey, just that the pain comes across so selfishly. You speak of those poor people who get beaten up etc etc... Point taken, no doubt, and any such crime should always be condemned... And I repeat all such crime should always be condemened. So, what of all those youngsters who suddenly had all opportunities snatched away from a man who, if I remember correctly, doesn't bat an eyelid before taking off to the West to get himself cured on public money. Any answers Sri.V.P. Singh? Why doesn't he sacrifice the money for the education of the downtrodden, tell me? Because the self is paramount, right anonymous?
Why does Mayawati have to spend crores on getting her own statue erected, as also of her mentor, and cannot give electricty to her state so that the the boy who wakes up at 3 in the night have some light in his life?
She is a woman, why is she not bothered about the pain little Aarushi went through, why doesn't she speed up the police and get some justice done to the little one... or is that limited to the reserved classes — because they alone feel pain and are wronged?
I can go on and on, know why? Because in your limited fight for the right you forget that only might is right. Get it bloke? So, don't shed tears for the fictitious reserved classes, go out there and see what's happening in the country. The poor are suffering and suffering bad. The media highlights the backward cases only for people like you, do you know that? Because even if you are educated your vision is more limited than Mr. Ostrich who hides his face in the sand.
When the freedom fighters stood shoulder to shoulder caste did't matter, the country did. Mahatma Gnadhi fought irrespective of caste. When invaders came the Kshatryias (non-reserved) were killed. Their women raped or they immolated themselves. In the religoius conversion ire the Brahmins fell first.
You want to take revenge, right? Go ahead, take it.
And do not think about those laying down their lives in the army? Who went there when reservations denied them a shot at anything else. Do they hesitate? No. Does caste matter there? Honey, times have changed, fights have too, if you wish to remain in the dark ages do not fight for right of the new. You have more opportunity than us. What are you doing with it?
By the way, I have woken up at 3 to pass exams that I have struggled to get admission for, didn't force people to kill themselves for it. I competed, didn't fight... because there is something called intelligence that is not limited to money or reservations. If alive, you should have asked Dhirubhai Ambani who intelligently worked his way up, didn't waste his time elsewhere.
Till then, think of something nasty to say and yes do shed those crocodile tears you might get featured in a movie. Oh fish, but that's beyond reservation. And I am sure no one wants to sweat it out when you can just uproot rails for it. Ciao!!!

That's why we Indians...and bhartiya and indians are the same i thought!...seriously man! let's not get into a war of semantics and put the real issues under the carpet as mostly happens...getting back to the point, that's why we indians can never debate and get the answers, because if someone has the will/guts to speak someone else is bound to get personal and pull him/ her down...and the people who are accountable for these answers smile and walk away...and the issues/questions are lost in the hullabaloo. Remember the crab mentality that we are famously associated with?

बच्चे का नाम जानने से क्या होगा ? अब तो ये हालत है कि सिंह, पाण्डेय, पासवान, यादव सब दो हिस्सों में बंट गए है एक वे जो रात को उठ कर काम करते हैं और सो नही पाते और दूसरे वो जिनके पास कोई काम नही है सिवाय सोने के , पर उन्हें नींद नही आती. अब किसी का नाम/उपनाम क्या है ये महत्वपूर्ण नही है बल्कि महत्वपूर्ण ये है कि जिनके नाम पर रेसर्वेशन माँगा जाता है वो अभी भी वहीं है जहाँ उनके पुरखे थे. जिन बच्चों के माँ-बाप दोनों आरक्षण की सीढी चढ़ कर इस देश में समानता और एकरसता के रंग मंच पर बैठे हैं उन्हें भी आरक्षण के पलने में झुलाया जा रहा है. अब दलितों के नाम नही सिर्फ़ चेहरे है और वो पंडित ठाकुर कहार धोबी किसी भी जात का हो सकता है.

Dusre ka surname puchne ke pahle apna surname to batao.
The failure of reseravaton policy is evident by the fact that reseravaton is requried even after six decdes.
Rajan U R right! The reseravaton does not reach to the people it is required. And it is availed rather misused by some persons in disguise like the present gentleman Anonymous bhaia no.1.
The people for whom reseravaton is needed and was intended by the fathers our of constitution, doesnot even know about it. What they need maximun is the fundamental need of any creature viz. food, clothes and shelter. Once it available then only a human being can think further and may need a reservation that too in a Govt service which need at lest some formal education.

Nobody has an answer to these questions . Studies show that not even a single caste has been moved out of the ambit of reservatio in the past 60 years , whereas hundreds others have been included . So are we to understand that not even a single caste has been empowered in all these years. And our leaders talk of development , What a sham ! Divide the nation on the basis of caste and reap the benefits . What was wrong with the Britishers then?

reservation policy has failed because it deprived someone from becoming Doctor someone IAS someonewhatever they wanted to do,though still students of general category are selected.
Reservation is NOT poverty alleviation programme and if some benefit is given to somebody he/she will always take.individual cases of vp singh's treatment,mayawati(CM without reservation) money ,Arushi are not the parameter to judge a policy .Secondly MP ,IAS ,doctor of reserve category are even today viewed as lesser by virtue of caste.
"When invaders came the Kshatryias (non-reserved) were killed." Jab caste system mein bayana khud liya hai to doosre ko kyon doshi kehna.I dont want to offend any one's sentiments but please let us know how many wars they have won against invaders?How many dhirubhais unreserved class has produced inspite of the intellegence claimed is yet to be known.
Secondly in debate dont get personal BTW i donot belong to reserved category(see I have to give explanation) but still I believe that sometimes what is not good for tree ,is good for jungle.

Mr. Anonymous , although you insist that getting personal needs to be avoided , you yourself go on to cite 'how many wars have been won'. The issue is not as to whether wars have been won or not , although refer to Mohd. Ghori's 11 defeats , The Chola empire, The temples at Borbodur < 1971, Kargill , but the fact that the nation has not been allowed to stand together by politicians with vested interests. Although nobody asked you about your caste you still keep referring to it . Have you for a moment thought that why do we need to refer to caste even 60 years after independence . As rightly indicated by a previous writer did people sacrificing their lives for the nation ever think that things will come to such a pass. Wonder they would have given up their homes , their families , if they knew that one day the nation will be torn apart by these messengers of social justice. Tie me from a tree and beat me as my forefathers apparently did to the reserved categories , if it satisfies the messiahs of reservation. But please do not let merit hijacked by these selfish politicians. Imagine 9 children of Laloo Yadav claiming reservation , whereas the meritorious (irrespective of caste ) migrate. I know of people who do not claim reservation inspite of being eligible and are in no way inferior to anybody . The questions put forward by the kid are real . Those questions cannot be answered by the myths of the glory of reservation . Resrvation as a matter of policy was proposed for the needy and should remain so, caste or no caste.

I didn't have any answer other then this 'There are too kinds of animals one roaming around in Jungle or Public other one is PET....who don't have to do anything for its survival but have to shake tail on its master's directions and he gets every luxuries and food as well'. Samaaj me sab k liye barabar jagah hai....waise bhi India me, Jaanwar / Insaan sabhi ek hi jagah rehte hain....unko koi hata nahi sakta. Bhonk....arrrrr...chillane walo ko chillane do. Waise bhi Imandaro ki koi pooch nahi hai. Lootne do sbhi ko jitna loot sakte hain.....balki Balatkaar kar lene do, BHARAT MATA ka.....ek din sb kuch khtm ho jaayega to nayi shuruaat hogi. Apan ko kya.....kisi ko bheekh milti ho yaa boti.....apan to mehnati hai, kuch na kuch kama khaa lega hi. Wo to pangu hain....jaane do yaar.

Great news , all readers. Lalit Modi has just announced that in the next IPL all teams will have a reservation policy in place , on par with the Govt.policy . The reserved category guys will have to play 10 overs only and fast bowlers and Muralitharan will not bowl to them . Laloo Yadav's son , who was part of Delhi team has replaced Sehwag as captain . Informed readers , please tell me the caste status of the Indian team . I need to tell the politicians .

Though I am a late entrant to this debate I would like to share my views. The questions asked by the kid are very relevant and must be asked to all those who endorsed and celebrated the Supreme Court judgement on the Barkha Dutt show.I have two more questions to ask these people:
1) There is an Additional General of Police in Bihar who does not belong to SC/ST/OBC and runs a coaching for the students belonging to SC?ST/OBC who are really downtrodden not like Ramadoss or Tejasvi Yadav. He not only teaches these students but also provides them hostel facilities FREE OF COST. This year a batch of 30 students of his institute had qualified for the JEE -08.
How many such persons are there from the SC/ST/OBC who had achieved something due to reservation trying to help their own??
2)Today the messiah of these downtrodden people is our beloved Behenji. She orders the demolition of a building built of public money durin her earlier regime to erect a new memorial to mark her new regime. Not only that she gets her statue erected and replaces it within no time as it is a bit shorter than that of her mentor Mananiya Saheb.
Has anyone from the classes whose fight she claims to be leading, the guts to ask what are the reasons for this wastage of money? Should it not be used for the upliftment of the same people? Does the statue and memorial will help the person who was beaten by tying him to a bamboo or the kid who has to get up at 3 am to work at a tea stall?


P.S.A journalist asked behenji," why you had cut your hair short?" Behenji replied," I had cut my hair short so that the time I would have been spent doing my hair will now be spent for the upliftment of downtrodden."

If the idea was equality and fair play , why are the politicians opposed to the concept of creamy layer so that people like Ramadoss do not obtain something which genuinely belongs to somebody else . And all this talk of upliftment is a myth . They want the downtrodden to remain downtrodden , so that they can claim to represent them and loot the country.

I think that Mr Anonymous and the others are two sides of the same coin.Debate is the only thing we are good at.Let us be a bit introspective and analyse our behaviour in public/private life.We must honestly admit that we all are BIG Hypocrates.By 'we' I mean the nation as a whole.Mahatama Gandhi realised this long ago when he said "Well India is a country of nonsense..."
According to me there has always been two class have's and have not's(My communist baiter friends might feel annoyed!).And the great Indian middle class to which we all belong, thrives and enjoys the peace of mind at the cost of these have not's.I know that what I am writing may not be palatable to most of us but the facts are facts.We spend a thousand bucks on a bottle of scotch without blinking an eyelid but will haggle over 5 Rs which an old rickshawala is charging.We are ever willing to abuse/thrash our servants/maid servants,chwkidar,liftman,coolie,mochi,dhobi or for that matter anyone who is poor.Just observe the beahviour of 'the great indian middle class'if by chance a poor person(who will naturally be shabbily dressed)enters the AC compartment.We go to any extent to shoo him off from the compartment.
Well,all the commentators with due respect to your respective feelings my humble request is don't debate but INTROSPECT.Don't try to change the society try to change your self.

Debate is like a churning process . Unless and until we exchange opinions and views does introspection have any worth ? I think we are digressing from the issue and bringing in our ideologies and faith . Even the French Revolution had its origin in debate in the society .

Exctly , if introspection is the soul then debate is the spirit . I think we Indians have lost the spirit of debate , resulting in the present situation . We do not debate the agricultural situation , rising inflation , the goonda raj of the politicians and last but not the least the merits and demerits of reservation . As the author has rightly pointed out it is que sera sera . Resultantly , the bureacrats and the politicians are having a free run . An idea has and can spark of revolutions , so feel free to debate .

Agreed.Debate is good for any democratic country but look where we have reached in 61 odd years after independence.The poverty,unemployment,lawlessness,criminals dominating the headlines are all due to inactive but very debating middle class.
All work and no play makes Rahul a dull boy.In the same way only deabte and no action makes a spineless society.
In her comments Maneesha has praised Dhirubhai but I may just remind her that he made his initial 'moolahs'not by hard work but by minting couterfeit silver coins.

Good GOD ,sorry dont know your caste boss ,God's offcourse ,but yes reservation has power , can see from the number of comments here . Introspection /debate / blogging /at least something is coming out ,including ,the Bharat and India debate .
what is the next step , obvioyusly ,with all due respect ,reservation has failed uptill now,why not reserve the post of prime minister /council of ministers & THE MIGHTY PRESIDENT OF INDIA for say the next 25 years ,see if that can make a difference ,any takers

Let it go on boss. Lau jab poori jal jaayegi tab hi bujh paayegi. Waise I don't understand why there is no reservation in Railway and Airways based on caste. Haan, auto rikshaws, taanga, local cab aur buses me to abhi baaki hai re baap. Abhi lau to jalti rahegi lagta hai. Chalo jalne do. Tab tak apan budha ho ke mar jaayega. Waise ek baat boloon boss, aap likhte raho, shayad wohi ek hawa ke jhaunke ka kaam kar jaaye,jo is lau ko bujha de. Muftkhoron ki to ......... mar di tune. Keep it up.
